The existing system Tutoris GEDA for public health licensing in the Canton of Aargau was outdated. The Department of Health and Social Services wanted to replace it with a modern business application – tendered in a legally compliant manner and built on a solid foundation of requirements.​

  • The existing Tutoris GEDA system for managing public health licenses was outdated.​
  • Structuring the entire requirements landscape for licensing and supervision within the Health Department.​
  • The tender had to be prepared in compliance with Swiss public procurement law (BöB/VöB) and in a legally robust manner.​
  • Lack of a clear basis for identifying the most suitable provider.​
