Digital Sovereignty at the Federal Level

The three main topics presented here are based on the concept of digital sovereignty at the Federal Department of Justice and Police (FDJP) as of January 2026, as the FDJP sees itself as the reference organization for digital sovereignty at the federal level in terms of personnel, processes, and structure.

The state’s ability to design, operate, and further develop its digital infrastructures, data, and decision-making processes independently, securely, responsibly, and in accordance with its values—free from unacceptable dependencies on external actors, technologies, or legal jurisdictions—is manifested across the three dimensions of redundancy, resilience, and residuality. These factors determine the degree of state autonomy and form the basis for safeguarding digital sovereignty.
