IT consultancy and project management for public authorities

Challenges and solutions

The most significant challenges facing public authorities in the next five years will be the continued development of e-government, digitisation-related measures, demographic HR policies and pressure to make budgetary savings. Procedure models and tools, however, must not focus on IT or on the expertise of consultancy companies. Instead, they should focus on the crucial success factor, which is the human, and they should offer tangible, manageable solutions.

The integrated solution-finding approach of the modernisation factory consists of approaches, methods and tools. It forms a bridge between professionality (business processes) and IT (service provision). On both sides of the bridge, the human – the crucial success factor – takes centre stage. We use core elements – the Interaction Room, design thinking, agile S-BPM and EAM – to enable our clients to meet the goals they have for their (IT) programmes in a flexible, collaborative and coordinated way that is based on a widely-accepted, standardised and cooperative approach. This applies to every single individual project. Even during the individual projects, there is a multidisciplinary exchange of knowledge regarding the project’s key issues, which ensures that this knowledge is embedded into the management tools.

The size and complexity of many modern IT projects for public authorities is far beyond the scope of traditional IT projects. The S-O-S Method defines projects with a total effort of 50–500 person-years as being ‘large projects’ and it calls projects exceeding this level ‘mega-projects’ or ‘programmes’. Topics that affect numerous nations, federal states or departments are very significant sources of complexity for these projects. Such topics considerably increase the demands placed on communications management.

adesso’s own process model, PITPM (Pragmatic IT Project Management), provides you with the ideal foundation for building your company’s own project methodology. PITPM takes the client’s specific requirements and processes into consideration and focuses on the issues that are crucial to the project’s success. It does so without asking too much of your employees. Pragmatic processes, the subdivision into phases and disciplines, and the availability of well-integrated templates serve to increase productivity and improve the outcomes. The standardisation of the methodology and the resulting increase in transparency makes it quicker for your employees to get started on the project and take on the relevant roles within it.

So many IT projects fail because the goals and requirements are not clear. In most of these cases, the fundamental question (‘What do we want to have achieved by the end of the project?’) has not been clearly answered. Studies indicate that public authority projects face particular challenges:

  • Project roles assigned on a political basis and a lack of resources at the beginning of the project.
  • Political interests, egoism, disputes regarding areas of expertise – set against the backdrop of elections and legislative terms.
  • The framework conditions of procurement law.

We don’t think there is just one single solution! The key to successful requirements engineering and therefore to a successful project is taking an approach that is tailored to each client and that is oriented towards the relevant framework conditions and capabilities. The steps to success are as follows:

1. Making use of our industry expertise to determine the context of the system and thus to define the scope of your project.

2. The requirements are determined by your stakeholders, documents, laws, administrative regulations and systems.

3. Your particular project environment informs the selection of the right methods and tools.

4. Our requirements engineers guide your project, from the initial idea right through to delivery. They ensure that documentation is maintained and assume responsibility for the success of your project.
